I am in Calif also. We just got a visit from a lady investigating an illegal business being operated from our building. She used to work for the housing authority. Through the course of conversation, we were talking about how we let parents know that they have to supervise their children and that we don't let children into the gym or pool area unsupervised. To us, THIS MAKES SENSE! Sometimes ya just gotta protect people against their own stupidity. She immediately covered her ears and said "I didn't hear that, I didn't hear that" While shaking her head "no".

So we got the message that this is against regulations.

You know what....I don't care. No child is going to drown or be injured on my watch. And I see parents being neglectful or careless all the time.

As for the original posters question...I would say just put up a sign in the parking area that no playing, etc. is allowed.
