then the question comes down to the garage:
did you go to court over this? Did the rent control board issue this to you directly? It's important we clarify where you are getting your information. As a landlord, you have a right to take this to court (even if you are living in the People's Republic of Santa Monica)
The more important question, to me, is:
Can you get rid of this tenant? Can you get a better tenant?

Thank you for your response, your questions are very helpful and appreciated. in response to your questions:

    I do have concerns over the cat, It is just a non-issue because I will definitely enforce this point. I hope the tenant doesn’t comply because then I will evict.

    no, this tenant was there since 1985, and I just found out about it recently while inspecting the lease

    no

-Can you get rid of this tenant? Can you get a better tenant?
    not likely to get rid of this tenant. in Santa Monica; a LL has more obligations to their rent controlled tenants than one’s own family
