I got myself out of that loop altogether.
Lease includes the information on where the locksmith is located, the normal office hours phone number and the after hours emergency phone number.
My locksmith has keys for all the units. He can make one quickly from the one he has.
What he charges is between him and the tenant. They don't pay him... they don't get the key.
If they call me, I tell them again the name and phone number of the locksmith that can create a duplicate in a hurry (for a price). I won't spend my money (and/or time) to get them a key any more.
