Keeping in mind The LPA article, How to Screen and Qualify Tenants in 5 Easy Steps, it is very important to decide beforehand that you WILL NOT accept anyone who does not meet ALL of your screening requirements. Often, landlords overlook certain "red flags" that indicate the prospect is NOT qualified to rent from you. It could be a sign of the tenant's financial stability, personal habits, respect or attitude toward the landlord. The important thing I'm saying here is, do your homework. What are your screening requirements? It's important not to forget some of the key ingredients when screening a tenant.

Dear Mr. Reno:
I have a tenant that is pretty much on
an oral month-month renters agreement who hasn't paid full rent in two
months and I'm close to taking eviction action.
My question is for December, they have decided to lodge elsewhere but all
their possessions including two of their vehicles have remained on my
property for all of December. I'm not sure if they have any intention of
moving out or not because they haven't contacted me one way or the other and
I'm pretty fed up with their not informing me of what's going on. Are they
still responsible for the rent for December even though they've decided to
lodge somewhere else, but left every other aspect of their person at my
property?

A: They are definitely responsible because they're still in possession. If all their junk & cars are there, then THEY are there, at least, legally speaking; so if they don't pay, you evict for non-payment.
